With the war raging in Europe, Nazi agents decamped to Mexico to take advantage of the deep-seated distrust that Mexico has always had toward the United States:


“In the event of American involvement in war, Mexico is a natural base for foreign spies, saboteurs, labor agitators and fifth columnists of every description. Remote Mexican ports are potential hiding places for submarines and mine layers. These could also be used for unloading of arms and munitions for use against the United States or any Latin-American country that might be allied to America.”
